UF/IFAS documents the cat flea as the species responsible for nearly all residential flea infestations in Florida, on both dogs and cats despite the name. It is adapted to furred animals.
Human hair grows from skin without the density, structure, or body heat retention a flea requires. Fleas that land on a person feed and leave rather than staying.
Adult fleas on a pet represent a small fraction of the total population. Most of it exists as eggs, larvae, and pupae in carpet fibers, upholstery, floor cracks, and pet bedding.
Head lice, not fleas, are the insect adapted to human hair. The two are unrelated, and a scalp problem is almost always one of several things that is not fleas.
Three biological reasons, and each one is sufficient on its own.

Fleas are laterally flattened, meaning compressed side to side rather than top to bottom, which lets them move through dense fur. They also have backward-facing bristles that grip hair shafts. Both adaptations work in an animal coat and work poorly on a human scalp, where hair is sparse by comparison and skin is exposed.

Female cat fleas lay eggs that are smooth and non-adhesive, so the eggs fall off the host almost immediately and develop in the environment below. Even in the unlikely event a flea stayed on a person, its offspring would not.

The microclimate at skin level under an animal's coat is warmer and more humid than a human scalp. That environment is part of what the species depends on.

Flea bites on ankles and lower legs can produce a broader histamine response, and some people experience generalized itching that is not localized to where the bites are.

This is real rather than dismissive. Being aware of insects in a living space produces genuine sensation. It is well documented and it does not mean anything is wrong with you.

Dry scalp, dermatitis, or product reaction. Common, unrelated to pests, and frequently the actual answer.

Unlike fleas, lice are specifically adapted to human hair, and they attach eggs directly to hair shafts. That is a medical matter for a doctor or pharmacist rather than a pest control question.

Persistent unexplained itching warrants a physician rather than an exterminator.
This is the part that changes the outcome.
CDC documents the flea life cycle as including egg, three larval stages, a pupal stage, and the adult. Adults are the only stage most people ever see, and they represent a small share of the population.
Eggs fall from the pet into carpet, bedding, and floor cracks. Larvae develop there, feeding on organic debris. Pupae form protective cocoons that resist nearly every insecticide and can remain dormant for weeks before emerging in response to vibration, warmth, or carbon dioxide.
The practical consequence: treating your pet or yourself does nothing to the environment where most of the population lives. That is also why flea problems seem to resolve and then return two to three weeks later, as protected pupae hatch on their own schedule.
There is no flea off-season here. UF/IFAS notes that Florida’s warm humid conditions support continuous flea development year-round, unlike northern climates where cold weather interrupts the cycle for months.
Development from egg to adult can complete in a few weeks under warm humid conditions, which means a small population becomes a substantial one quickly.
Indoor air conditioning maintains ideal conditions in carpet and upholstery regardless of what the weather does outside.
Seasonal residents returning to a closed-up home sometimes find heavy flea activity, since dormant pupae emerge in response to the vibration and carbon dioxide of people moving back in.

Vacuuming removes eggs and larvae and the vibration stimulates pupal emergence, which makes newly emerged adults vulnerable to treatment. Dispose of the canister contents in a sealed bag immediately.

Effective flea treatment uses an adulticide together with an insect growth regulator that prevents eggs and larvae from developing, applied to carpet, upholstery, baseboards, and pet resting areas.

The pupal stage survives initial application. A second visit two to three weeks later addresses adults emerging from those protected cocoons, which is why single-visit approaches fail.
